Goodmorning.ThisMonday,ourNationwillmarkthe5thanniversaryoftheattacksofSeptemberthe11th,2001.Onthissolemnoccasion,Americanswillobserveadayofprayerandremembrance,andLauraandIwilltraveltoNewYorkCity,Pennsylvania,andthePentagontotakepartinmemorialceremonies.OurNationhonorsthememoryofeverypersonwelostonthatdayofterror,andwepraythattheAlmightywillcontinuetocomfortthefamilieswhohadsomuchtakenawayfromthem.

Onthisanniversary,wealsorememberthebrutalityoftheenemywhostruckourcountryandrenewourresolvetodefeatthisenemyandsecureafutureofpeaceandfreedom.

SothisweekI''''vegivenaseriesofspeechesaboutthenatureofourenemy,thestakesofthestruggle,andtheprogresswehavemadeduringthepastfiveyears.OnTuesdayinWashington,Idescribedintheterroristsownwordswhattheybelieve,whattheyhopetoaccomplish,andhowtheyintendtoaccomplishit.Weknowwhattheterroristsintend,becausetheyhavetoldus.TheyhopetoestablishatotalitarianIslamicempireacrosstheMiddleEast,whichtheycallaCaliphate,whereallwouldberuledaccordingtotheirhatefulideology.

OsamabinLadenhascalledthe9/11attacks,"AgreatsteptowardstheunityofMuslimsandestablishingtherighteous[Caliphate]."AlQaedaanditsalliesrejectanypossibilityofcoexistencewiththosetheycall"infidels."HearthewordsofOsamabinLaden:"Deathisbetterthanlivingonthisearthwiththeunbelieversamongstus."Wemusttakethewordsoftheseextremistsseriously,andwemustactdecisivelytostopthemfromachievingtheirevilaims.

InformationfromtheterroristsinCIAcustodyhasalsoplayedaroleinthecaptureorquestioningofnearlyeverysenioralQaedamemberorassociatedetainedbytheU.S.anditsalliessincethisprogrambegan.Wereitnotforthisprogram,ourintelligencecommunitybelievesthatalQaedaanditsallieswouldhavesucceededinlaunchinganotherattackagainsttheAmericanhomeland.Wehavelargelycompletedourquestioningofthesemen,andnowitistimethattheyaretriedfortheircrimes.

SothisweekIannouncedthatthemenwebelieveorchestratedthe9/11attackshadbeentransferredtoGuantanamoBay.AndIcalledonCongresstopasslegislationcreatingmilitarycommissionstotrysuspectedterroristsforwarcrimes.AssoonasCongressactstoauthorizethesemilitarycommissions,wewillprosecutethesemenandsendaclearmessagetothosewhokillAmericans:Nomatterhowlongittakes,wewillfindyouandbringyoutojustice.

Aswebringterroriststojustice,we''''reactingtosecurethehomeland.OnThursdayinAtlanta,Ideliveredaprogressreportonthestepswehavetakensince9/11toprotecttheAmericanpeopleandwinthewaronterror.Wearesafertodaybecausewe''''veactedtoaddressthegapsinsecurity,intelligence,andinformationsharingthattheterroristsexploitedinthe9/11attacks.Noonecansayforsurethatwewouldhavepreventedtheattackshadthesereformsbeeninplacein2001--yet,wecansaythatterroristswouldhavefoundithardertoplanandfinancetheiroperations,hardertoslipintoourcountryundetected,andhardertoboardtheplanes,takecontrolofthecockpits,andsucceedinstrikingtheirtargets.

Americastillfacesdeterminedenemies.Andinthelongrun,defeatingtheseenemiesrequiresmorethanimprovedsecurityathomeandmilitaryactionabroad.Wemustalsoofferahopefulalternativetotheterrorists''''hatefulideology.SoAmericaistakingthesideofdemocraticleadersandreformersandsupportingthevoicesoftoleranceandmoderationacrosstheMiddleEast.Byadvancingfreedomanddemocracyasthegreatalternativetorepressionandradicalism,andbysupportingyoungdemocracieslikeIraq,wearehelpingtobringabrighterfuturetothisregion--andthatwillmakeAmericaandtheworldmoresecure.
