摘要：勞動安全是生產(chǎn)經(jīng)營活動中的永恒主題。勞動安全問題是經(jīng)濟建設(shè)中必然會遇到，也必須妥善解決的問題。盡管我國黨和國家高度重視勞動安全問題，并為此采取了一系列行政的、經(jīng)濟的和法律的措施，也確實取得了較好的效果。但從總體上講，勞動安全形勢十分嚴峻，重大生產(chǎn)安全事故時有發(fā)生，嚴重威脅和影響著勞動者的生命安全與身體健康，也嚴重影響著經(jīng)濟建設(shè)與社會穩(wěn)定。為妥善地解決這一問題，本文進行了積極有益的探索，認為勞動安全形勢嚴峻的主要原因是勞動安全問題在立法上存在著空白和矛盾，在執(zhí)法上存在著嚴重不足，尤其是一些生產(chǎn)經(jīng)營單位的負責人或業(yè)主不重視勞動安全，不認真落實安全生產(chǎn)責任制，而勞動者又缺乏安全意識與安全技能。進而提出了應(yīng)對措施，即要按照依法治國方略，建立起一套完整的勞動安全方面的法律體系，并要強化這些法律規(guī)范的實施，使勞動安全問題真正得到落實，從而達到勞動安全形勢的根本好轉(zhuǎn)。

Abstract:Laborsafetyistheeternalthemeinthemanufacturingandmanagingfields.Theissueoflaborsafetycannotbeavoidedinthedevelopmentofeconomy,soitshouldbesolvedproperly.AlthoughthePartyandthegovernmenthaveplacedhighimportanceontheissue,adoptedaseriesofadministrative,economicandlegalmeasuresandachievedsomecomparativelygoodeffect,thesituationremainssevereasawhole.Bigaccidentsduringproducinghappenoccasionally,whichnotonlystronglythreatensandaffectsthesecurityandhealthoftheworkers,butalsoharmstheeconomicdevelopmentandsocialstability.Inordertosolvetheproblemproperly,thethesisiswrittenonthebasisofavigorousandbeneficialexploration.Itisputforwardinthethesisthatthecauseoftheseveresituationinlaborsafetyliesmainlyinthegapsandconflictsoflegislating,theseriousweaknessofexecutingandespeciallysomeleadingcadresandproprietors,whodon’tattachimportancetolaborsafetyorputthesystemofjobresponsibilityregardingsafeproductionintoeffectandsomeworkerswhoareshortofsafetyawarenessandskills.Soappropriatemeasuresareprovidedinthethesis.Inaccordancewiththegeneralplanofrunningthecountrybytheruleoflaw,weshouldestablishacompletelegalsystemgoverningthelaborsafety,strengthentheexecutionsoastotrulycarryoutthemeasuresandfundamentallymakethesituationtakeafavorableturn.
